Facebook Ad Account Disabled or Restricted? The Recovery Playbook for 2027

Key takeaways

  • "Disabled" can mean five different things: an ad account, your personal advertising access, a business portfolio, a Page or a payment block. Each has a different fix.
  • Start every recovery in Business Support Home. It shows which asset is restricted, why, and whether you can request a review.
  • In the restriction data published by onboarding tool Leadsie, policy violations (45%) and payment issues (34%) cause most restrictions. Hacked accounts are third.
  • Fix the cause before you appeal. An appeal on a live problem usually fails, and repeat failures get harder to reverse.
  • Never open new accounts to get around a restriction. Meta treats that as circumvention, and it can take down everything connected to you.

It's 11:40pm in Toronto, two days into a product launch, and the email arrives: "Your ad account has been disabled." Ads Manager shows a red banner. Spend has stopped. The reason given is a single line about "not following our Advertising Standards", with no ad named. The founder's next moves are nearly always the same: appeal immediately, message "Meta experts" on LinkedIn, and open a new ad account just in case.

Two of those three make things worse. A Facebook ad account disabled notice is stressful, but it's also a process with rules, and most legitimate businesses get back on track if they work it in the right order. This is the order we use.

Short answer: If your Facebook ad account is disabled, open Business Support Home, find out exactly which asset is restricted (ad account, profile, business portfolio or Page) and why. Secure your logins, fix the cause (the ad, landing page or payment), then click Request review. Don't create new accounts while you wait, because Meta treats that as circumvention.

What's changed in Meta's enforcement and support?

Meta enforces at enormous scale, mostly automated. That's why it catches scammers, and why it sometimes catches honest businesses.

Meta said it removed more than 134 million scam ads in 2025 (PPC Land, December 2025). On the account side, an analysis of Meta's Transparency Center data by VAB found Facebook actioned about 3.5 billion fake accounts in 2025.

Fake accounts actioned on Facebook each year

Billions of accounts. Every one of these decisions is made at machine speed, which is why real advertisers sometimes get swept up too.

Mistakes happen at that scale. In June 2025, thousands of Facebook Groups were suspended in a wave that followed mass bans of Instagram and Facebook accounts. Meta told TechCrunch: "We're aware of a technical error that impacted some Facebook Groups. We're fixing things now." If you think your restriction is a mistake, you may be right. You still have to prove it through the process.

The rules for some advertisers got stricter too. Since February 2025, financial services ads covered by the Australian Online Scams Code must be verified before they run: businesses supply their Australian licence number or claim an exemption, and individuals provide government ID (Social Media Today, December 2024). An unverified lender or broker in Sydney now hits a wall before the first impression.

Support is better than it was, slightly

Support has improved, though it's still mostly self-serve. In December 2025 Meta launched a central support hub on Facebook and Instagram, and by March 2026 its AI support assistant could track appeals and explain why content was removed. Meta also added an optional selfie video to verify identity during account recovery, and said new account hacks fell more than 30% globally over the year.

For advertisers specifically, Meta expanded its AI business assistant to all advertisers and agencies in major markets in April 2026, inside Ads Manager, Meta Business Suite and Business Support Home. Meta said beta users resolved common account issues at a 20% higher rate. And paid Meta Verified business plans include account support in every tier, with higher tiers adding priority support channels.

Which restriction do you actually have?

People say "my Facebook ads account is banned" about very different situations. Before you do anything, match yours to a row below. Go to business.facebook.com/business-support-home, or open Meta Business Suite and choose Business Support Home from the menu, then click each asset to see its status.

What's restricted What you'll see What it blocks First move
One ad rejected "Rejected" in the Delivery column; the ad shows the policy Only that ad Edit the ad or request review on it. Not an account problem yet.
Ad account disabled (policy) Red banner in Ads Manager; "Ad account restricted" in Business Support Home All ads in that ad account Find the ads or pages behind it, fix them, then request review.
Ad account disabled (payment or unusual activity) Failed payment, unsettled balance or "unusual activity" notice All ads in that ad account Settle the balance in Billing & payments, check the card, then request review.
Advertising access restricted (your profile) Your personal profile can't advertise; you lose access to ad accounts You, across every business you work with Secure your profile, confirm identity, request review on your profile.
Business portfolio restricted Notice in Business settings and Business Support Home Every ad account, Page and person in that portfolio Complete Business verification if asked, review all assets, request review.
Page restricted from advertising Page-level notice; ads using that Page won't run Ads from that Page Check the Page's recent posts and reviews, then request review.
Account closed for inactivity Ad account shows closed or deactivated That ad account Reactivate it in Ads Manager or Business settings. No appeal needed.

One distinction trips up even experienced teams. If your profile's advertising access is restricted, moving to a different ad account won't help, because the restriction follows you. If only the ad account is disabled, other admins with clean profiles can usually still work in the rest of the portfolio.

How to diagnose a disabled Facebook ad account

Work through these in order. The first one matters most if anything about the restriction looks odd.

  1. Check for a hijack firstLook for admins you don't recognise in Business settings > Users > People, payment methods you didn't add, and ads you didn't create. Malware like DUCKTAIL, first documented by WithSecure in July 2022, was built to steal browser session cookies and take over Facebook Business accounts. If you see signs, secure everything before appealing.
  2. Read the exact reason in Business Support HomeClick the restricted asset. Note the policy named, the date, and whether a "Request review" option appears under "What you can do".
  3. Work out whose asset it isProfile, ad account, business portfolio or Page? Use the table above. This decides who must submit the review, since only an admin of that asset can.
  4. Check paymentsIn Billing & payments, look for failed charges, an unpaid balance, a lowered payment threshold, or a card that's also used on other businesses' accounts.
  5. Audit your last 30 days of adsFilter Ads Manager to include rejected and deleted ads. Compare copy, images and landing pages against Meta's Advertising Standards. Several rejections in a short window often come before an account-level restriction.
  6. List recent changesNew admin? New credit card? Logged in from a new country or a VPN? Connected a new reporting or automation tool? Sudden jump in daily spend on a young account? These are the patterns that tend to precede "unusual activity" restrictions.
Watch out

Restriction notices drive a whole industry of scams. Messages from "Meta Support" on Messenger, WhatsApp or email asking you to "verify your account" through a link are phishing. Real notices live inside Business Support Home and your notifications, and Meta doesn't charge to review an account.

Why do Facebook ad accounts get disabled? Root causes, ranked

Meta doesn't publish ban counts by cause. The best public breakdown we've found comes from Leadsie, a tool agencies use to get client access, based on the Meta accounts connected to it. Treat it as directional: Leadsie hasn't published its sample or period.

That broadly matches our audits, though we'd split out a few more causes.

1. Ads or landing pages that break policy

The usual suspects are health and weight-loss claims ("lose 8 kg in 30 days"), before-and-after images, copy that implies personal attributes ("Struggling with your debt?"), guaranteed financial returns, and landing pages that promise more than the ad does. Meta reviews the destination too, so a compliant ad pointing at a page full of miracle claims still counts. Clinics get caught here constantly, which is why our dentist PPC guide spends time on compliant claims.

2. Payment problems

A declined card, a disputed charge, a prepaid balance that didn't clear, or the same card spread across several unrelated businesses. Bank fraud filters often block a sudden large charge from Meta, especially on a new card or right after a budget increase, and a run of failures can trigger a restriction. Add a backup payment method before you need one.

3. Compromised profiles and portfolios

Phishing and session-stealing malware remain common, especially for agency staff who hold admin access to many businesses. A hacked profile running scam ads gets restricted fast, and the businesses it touches can get caught in the same net.

4. Weak or new admin profiles

A brand-new personal profile with no photo, no friends and an English name that doesn't match the ID it submits looks a lot like a fake account. We see this when a business creates a "work profile" just to run ads. Meta's terms expect one real personal account per person.

5. Circumvention signals

Links to a previously banned profile, ad account, card, domain or device. Opening a fresh account after a ban is the classic trigger, and so is renting "agency accounts" or buying aged ones. Meta treats all of these as attempts to get around enforcement.

6. Third-party tools and sudden spikes

This one is practitioner observation rather than a published Meta rule. Accounts that connect new automation tools, change budgets dozens of times a day, or jump from $50 to $3,000 a day in a week seem to draw "unusual activity" reviews more often. Grow new accounts steadily and keep an eye on Business settings > Integrations > Connected apps.

The recovery playbook: step by step

Follow this sequence. It's tempting to hit Request review in the first five minutes. Resist it until steps one to three are done.

  1. Secure every loginChange passwords, turn on two-factor authentication with an authenticator app, and in Business settings > Security Center set two-factor authentication to required for everyone. Remove unknown people, partners and apps. Log out of sessions you don't recognise from your profile's security settings.
  2. Fix the causeEdit or delete ads that break policy, including old paused ones. Clean up the landing page. In Billing & payments, pay any outstanding balance and update the card. If Business verification is requested, complete it in Business settings > Security Center with documents that match your legal business name and address exactly, such as articles of incorporation in the US, your Companies House record in the UK or your ABN registration in Australia.
  3. Verify your domain and identityAdd and verify your website under Business settings > Brand safety and suitability > Domains, if you haven't. If Meta asks you to confirm your identity, use a government ID whose name matches your profile.
  4. Request reviewIn Business Support Home, select the restricted asset and click Request review under "What you can do". Answer any questions plainly. If there's a text box, say what happened, what you changed and that you've read the relevant policy. Three or four sentences. No pleading, no capitals, no legal threats.
  5. Track and waitFollow the case under "Your support cases". Many reviews come back within a couple of days, though some take longer. Don't submit duplicates while one is open.
  6. Escalate if it stallsUse the Meta AI business assistant or the "Get support" options in the Meta Business Help Center to reach chat support. Meta Verified business plans include account support. If you spend with an agency that's a Meta Business Partner, ask them to raise it with their Meta contacts.
  7. If the review is deniedRead the decision. If a further review is offered, use it only after you've made a real change or have new evidence, like a corrected landing page or a matching ID. If the decision is final, the honest options are limited: you can't legitimately advertise from that asset again.

Pro tip

Keep a recovery folder before you ever need it: the legal business documents Meta accepts for verification, a scan of each admin's ID, screenshots of your Business settings, and a list of who has access to what. When something goes wrong at midnight, you'll be glad you're not hunting for your articles of incorporation.

Mistakes that make a restriction worse

Honestly, the panic moves cause more permanent damage than the original violation.

  • Opening a new ad account or business portfolio "just to keep ads running". This is the single fastest way to turn a fixable restriction into a permanent one, because it reads as circumvention.
  • Renting or buying accounts. "Agency ad accounts", aged profiles and unlimited-spend accounts sold online break Meta's terms. When they're caught, your domain and card go down with them.
  • Appealing before fixing. The reviewer sees the same violating ad still live. Denied.
  • Paying "recovery specialists" who claim inside contacts. Many are scams, and some ask for login access, which creates a security problem on top of the ban.
  • Filing a chargeback against Meta to get money back. A disputed payment is itself a common restriction trigger.
  • Adding lots of new admins to "try from another profile". Each new person tied to a restricted portfolio is another risk signal, and their own profiles can get flagged.

How to avoid a Facebook ad ban: a prevention routine

Most of what keeps an account safe is set once and checked occasionally. This is the routine we run for client accounts on our Meta Ads service.

Set up onceBuild a clean foundation
  • Business verification done
  • Domain verified
  • Two admins with real, long-standing profiles
  • 2FA required for everyone
  • Backup payment method
Every launchPre-check creative
  • Claims checked against Advertising Standards
  • No personal-attribute copy
  • Landing page matches the ad
  • Special ad category set if needed

  • Remove ex-staff and old partners
  • Review connected apps
  • Check Business Support Home
  • Check failed payments
QuarterlyReduce dependency
  • Refresh the recovery folder
  • Review policy updates
  • Keep a second channel warm
  • Back up audiences and data

Share access properly. Agencies and freelancers should get access as partners through Business settings > Users > Partners, never with your password. It keeps the audit trail clean and stops one person's compromised profile from taking your whole business down.

Spread your risk, too. A business that gets 100% of its leads from Meta has a single point of failure. Even a modest Google Ads campaign keeps the phone ringing during a restriction. Our Google Ads vs Meta Ads comparison explains how the two complement each other, and our Google Ads team can set up a backup channel. For policy-safe pages, our roundup of landing page examples shows how strong brands make claims without overpromising.

Worked scenario: a supplements brand in Austin

Illustrative scenario

These numbers are illustrative, based on patterns we commonly see. They aren't a client result.

A supplements brand in Austin, Texas, spends about $12,000 a month on Meta and gets roughly 70% of its Shopify orders from it. Two weeks before Memorial Day, on a Thursday night, its only ad account is disabled for "not following our Advertising Standards".

Business Support Home shows the ad account restricted, but the business portfolio and both admins' profiles are fine. In Ads Manager, filtering for rejected ads turns up four rejections in the previous ten days, all on a new "drop 10 pounds before summer" angle a contract media buyer launched. The landing page has a before-and-after gallery. Billing shows one failed charge the week before, on a card that had expired.

The team's first instinct is to open a second ad account under the same portfolio. We'd stop that straight away. Instead, on Friday they delete the four ads and the gallery, rewrite the page around ingredients and customer reviews without weight claims, update the card and pay the balance, and require two-factor authentication for everyone. On Saturday the owner requests review with a short note explaining the contractor's ads, what was removed and that the policy has been read.

The account comes back on Monday afternoon. Three and a half days without Meta ads costs the brand roughly $1,400 in lost contribution, by the founder's own estimate. A second account, had it been flagged as circumvention, could have cost them Meta advertising altogether.

The lasting change is a two-person sign-off on any new health claim. Slower, but the account has stayed clean.

Once you're back, ease in. A restored account that relaunches every campaign at full budget on day one looks like the same unusual activity that may have caused the problem. If delivery is slow after reinstatement, our guide to Facebook ads not spending covers the next steps, and if results have slipped since, see what's behind a Meta ads performance drop.

Frequently asked questions

Why was my Facebook ad account disabled?

The most common reasons are ads or landing pages that break Meta's Advertising Standards, payment problems such as failed or disputed charges, and compromised accounts. Weak or new admin profiles and links to previously banned assets also trigger restrictions. Business Support Home shows the policy behind your restriction, which tells you where to start.

How do I appeal a disabled Facebook ad account?

Open Business Support Home, select the restricted ad account and click Request review under "What you can do". Before you do, secure your logins, remove or fix any violating ads and landing pages, and settle any unpaid balance. Confirm your identity if asked and track the case under "Your support cases".

How long does a Meta ad account review take?

Many reviews come back within a couple of days, but some take a week or longer, especially when identity or business verification is involved. Don't submit duplicate requests while one is open. If a case stalls, use the Meta AI business assistant or the support options in the Meta Business Help Center to follow up.

What does "advertising access restricted" mean?

It means your personal Facebook profile, not just one ad account, can't run or manage ads. The restriction follows you across every business portfolio you belong to. Secure your profile, confirm your identity if prompted, and request a review on your profile in Business Support Home. Other admins with clean profiles can usually keep working.

What happens when a business portfolio is restricted?

A restricted business portfolio, formerly called Business Manager, can stop every ad account, Page and person inside it from advertising. Complete Business verification if Meta asks, review all connected ad accounts and Pages for violations, then request review from Business Support Home. Don't move assets to a new portfolio to get around it.

Can I create a new ad account if mine is disabled?

Not to get around a restriction. Meta treats new ad accounts, profiles or portfolios created to avoid enforcement as circumvention, which can lead to permanent restrictions on everything linked to you, including your domain and payment method. Work the review process on the original account instead, and keep a second channel such as Google Ads running meanwhile.

How can I avoid a Facebook ad ban?

Verify your business and domain, require two-factor authentication for everyone, keep a backup payment method and use real, long-standing admin profiles. Check every ad and landing page against Meta's Advertising Standards before launch, avoid personal-attribute copy and unrealistic claims, grow spend steadily on new accounts and give agencies partner access rather than passwords.

Does Meta Verified help with ad account problems?

Meta Verified business plans include account support, and higher tiers add priority support channels. That can make it easier to reach a person when a restriction stalls. It doesn't guarantee a reversal: the review still depends on whether your account broke Meta's policies.
